Week 8

REPORTING NAVIGATIONAL INCIDENTS - Port of London Area

The achievement of safe marine operations in the Thames is the responsibility of all users, not solely the Port of London Authority (PLA). Vessel masters and those in charge of vessels using the Thames are required, under the provisions of the PLA Byelaws, to report specific incidents to the PLA. In addition to this legal requirement, all river users are invited to report any navigational incidents or occurrences, including near misses, so that full advantage can be taken of any learning opportunities that may arise for the benefit of all.

To assist users in the reporting of such incidents and to report other information, the PLA has amended its reporting procedures and now provides two Incident Report Forms:

Incident Report Form

This form should be used by the Master, (STCW) Authorised Pilot or PEC holder of a ship to report a navigational incident or near miss.

River Users Incident Report Form

This form should be used by the Master (BML, RYA) of intra-port (non-PEC) commercial vessels or recreational vessels to report a navigational incident or near miss.

These forms may be downloaded from the PLA’s website at www.pla.co.uk/incidents and may be completed either manually or electronically.

Contact details for the Upper and Lower District Harbour Masters and PLA VTS Centres are included in the next column.

This is the reduced clearances at the Kentish Flats and BritNed cable crossings with the London array cable where rock berms have been installed.  See below in Week 5 for images of location.

Week 5

London Array - Reduced clearances at the Kentish Flats and BritNed cable crossings.

Kentish Flats cable crossings (51° 25'.217N, 001° 06'.033E).

At these three crossings the typical sea bed level was -4m LAT. Due to the newly installed rock berm the depth in some areas is now -1.5m LAT.

BritNed cable crossing (51° 28'.583N, 001° 17'.417E).

At this crossing the seabed level varies from -6.5m LAT to -9m LAT. Due to the newly installed rock berm the depth in some areas is now -4m LAT.

The start and end coordinates of the rock berm are given in the following tables

Crossing:

Kentish Flats

From: 51° 25'.203N 001° 05'.895E  to 51° 25'.252N 001° 06'.169E

BritNed

From 51° 28'.549N 001° 17'.372E  to 51° 28'.599N 001° 17'.457E

Note this is not a UKHO NtM as yet but issued by the London Array.  It provides details of a serious reduction in depths particularly where the London Array cable passes over the cable from the Kentish Flat Wind Farm.

A rock berm is a rock barrier wall.  There is no information as to its construction but it can be assumed to be substantial enough to provide protection and stability to the cable crossing.  Whether these will be marked is not known at present.
